Abstract

Cost control is an essential aspect of construction project management, considering the frequent occurrence of waste due to excessive material usage, unskilled labor, delays in completion, and repeated design revisions. Other factors, such as poor coordination, material delays, and inappropriate work methods, also reduce cost efficiency. This study applies a value engineering approach to architectural works to optimize costs without compromising the functional quality of the building. Work alternatives were identified through functional analysis and evaluation of existing materials and methods based on four criteria: cost, construction time, implementation method, and material availability. Alternative selection was carried out using the zero-one decision matrix method to determine the best choice. The results show that the alternative with the highest index value provided significant cost efficiency, particularly in wall masonry, door leaf installation, and painting works, achieving a total saving of 12.26% or IDR 1,473,966,232.72. The use of more economical materials still met technical standards and improved the overall cost efficiency of the project.
