ANALISIS FAKTOR KENDALA PENYEDIA BARANG/JASA DALAM PENGGUNAAN E-KATALOG PADA PROSES PENGADAAN PEKERJAAN KONSTRUKSI (Studi Kasus : Kabupaten Banyuwangi)

Abstract

The utilization of the E-Catalog system in Government Procurement of Goods/Services becomes a national strategic policy aimed at improving effiency, transparency, and accountability. However, its implementation in the construction sector in Banyuwangi Regency still encounters various obstacles, as reflected in the low proportion of construction work transactions trought the E-Catalog compared to other procurement categories. This study aims to analyze the constraint factors faced by Construction Goods/Services Providers in using the E-Catalog, and to indentify the most dominant influencing factor. This research uses a descriptive quantitative method. Data are collected through questionnaires distributed to 36 Construction Service Providers registered in the local E-Catalog of Banyuwangi Regency in 2024. The date are analyzed using validity tests, reliability tests, descriptive analysis using the Respondent Achievement Level (TCR), and the fishbone diagram method (4M + 1E). The result show that all variables have TCR values below 30%, indicating a high level of problems. The constraint factors include: lack of provider understanding of the E-Catalog system, limited information technology infrastructure, minimal technical information related to TKDN and KBLI, product information mismatches, and weak work culture within provider companies. The most dominant influencing factor is the Man aspect, particuary related to low understanding of the system, lack of training, and challenges in transitioning form E-Catalog V5 to V6.
