ANALISIS KINERJA PROYEK MENGGUNAKAN METODE EARNED VALUE MANAGEMENT SERTA PENERAPAN FAST TRACKING PADA PROYEK PEMBANGUNAN RSUD SUWITI KABUPATEN BADUNG
Abstract
The construction industry in Indonesia is experiencing rapid growth, marked by an increase in the number of construction projects. However, deviations such as delays and cost overruns frequently occur. Therefore, project performance evaluation standards are needed to control implementation and establish corrective actions in case of deviations. The research method used is a descriptive quantitative approach with Earned Value Management (EVM) analysis techniques, utilizing indicators such as BCWS, BCWP, ACWP, CPI, and SPI. Primary data is obtained from direct observations and interviews, while secondary data comes from project documents such as budget plans, financial reports, and time schedules. Rescheduling of work is done using the Precedence Diagram Method (PDM) to implement a fast tracking strategy. Based on the Earned Value analysis results in the 18th-week report, the Cost Performance Index (CPI) is recorded at 0.99, indicating a cost overrun (cost overrun) due to the CPI value (<1). Meanwhile, the time performance (Schedule Performance Index/SPI) of 0.99 indicates that the project is behind schedule. The estimated cost to complete the remaining work (Estimate to Complete/ETC) is Rp 14,303,307,299, and the time required to complete the remaining work (Estimate to Schedule/ETS) is estimated at 10 weeks and 6 days or equivalent to 76 calendar days. However, with the implementation of fast tracking methods in the form of rescheduling and adding overtime work hours, the project duration can be shortened by 8 days with an additional cost of Rp398,500,787.34. In conclusion, the combination of EVM methods and fast tracking is effective in identifying and addressing cost and time deviations efficiently.
