Construction projects require effective cost management to achieve efficiency without sacrificing the functionality and quality of the building. Value Engineering (VE) is a solution in identifying cost savings through design and material evaluation. This study aims to analyze the application of VE in the architectural work of the Tirta Mangutama Drinking Water Perumda Office Building Construction Project, Badung Regency to obtain efficient alternatives and calculate potential cost savings. The research method uses the VE approach through four stages: the information stage (data collection, Cost Model, Breakdown, Pareto Diagram), creative stage (alternative development), analysis stage (alternative assessment with the Zero One method based on cost, quality, time, implementation method, and aesthetics criteria), and recommendation stage. The analysis focused on 15 items of high-cost architectural work identified through a Pareto Diagram. The results of the study showed that the application of VE produced the best alternatives in seven main work items, namely wall ceramic pairs, floor ceramic pairs, ceiling frames, tile pairs, aluminum frame glass doors, aluminum door frames, and stair railings. The alternative implementation saves costs of IDR 261,898,487.07 or 5.87% of the total cost of architectural work of IDR 4,462,015,441.80. The conclusions of the study prove that VE is effective in identifying efficient alternatives and achieving significant cost savings without compromising the functionality and quality of the building.
