Abstract

The rapid growth of vehicle numbers and high commercial activity on Jalan Gajah Mada, Tabanan Regency, has led to increased use of road space for parking (on-street parking). This phenomenon negatively impacts traffic performance, particularly in terms of road capacity, traffic flow speed, and level of service. This study aims to analyze parking characteristics and compare road segment performance with and without the presence of on-street parking and roadside friction. The research uses a quantitative method, with primary data collected through field surveys including traffic volume, road geometry, and parking characteristics. Data were analyzed using the 1997 Indonesian Highway Capacity Manual (MKJI) to calculate road performance indicators such as capacity, free-flow speed, degree of saturation, and level of service. The results show that the highest parking activity occurred during the afternoon, with motorcycle accumulation reaching 490 vehicles and light vehicles reaching 124 vehicles on weekdays. The highest parking index reached a value of 1.17, indicating that parking demand exceeded the available parking capacity. Road performance significantly declined due to on-street parking, with road capacity decreasing from 3601.42 (without parking) to 2273.83 (with parking), and free-flow speed (for light vehicles) dropping from 55.66 km/h to 44.19 km/h. The degree of saturation increased by 37%, from 0.81 (without parking) to 1.19 (with parking), indicating that the road was operating under congested conditions at Level of Service F.
