The construction industry in Indonesia faces significant challenges in project execution efficiency due to high levels of waste, particularly in terms of materials, time, and labor. Such waste can hinder productivity, reduce quality, and increase project costs. One of the efforts to minimize this waste is through the implementation of lean construction methods. This study aims to evaluate the factors contributing to waste and assess the extent to which lean construction has been applied in the Medium and Maximum Residential Block Development Project at Class II A Kerobokan Correctional Facility – Bali. This research employs a quantitative approach with a descriptive method. Data collection techniques include observation, questionnaires, and interviews. The data were analyzed using the Borda method to rank the waste-causing factors and the lean construction tools implemented. The theoretical foundation is based on the concept of seven types of waste, lean construction principles, and tools such as the Last Planner System, 5S, and daily huddle meetings. The results indicate that the main causes of waste are weather-related factors, substandard material quality, lack of material inspection, suboptimal work methods, and improper material storage. The most frequently implemented lean construction tools include the development of a master schedule, installation of safety signage, toolbox meetings, and organizing materials at designated locations. However, the implementation of lean construction is found to be suboptimal and requires further improvement.
