Abstract

The high level of on-street parking activity in densely trafficked tourist areas, which leads to a decrease in road capacity and traffic flow efficiency. The purpose of this research is to calculate the parking index, analyze the degree of saturation under conditions with and without on-street parking, and provide recommendations for improving road performance. The research applies a quantitative approach by collecting primary data through road geometry surveys, traffic volume counts, and side friction observations, as well as secondary data from relevant agencies. The analysis was conducted using the Indonesian Highway Capacity Manual (MKJI, 1997) to determine road capacity, degree of saturation, and level of service. Data were collected over three days (one weekday and two weekends) during three peak periods (morning, midday, and evening). The results show that the parking index for two-wheeled vehicles reached 1.06, exceeding the available parking stalls, while the parking index for four-wheeled vehicles reached 0.75, approaching maximum capacity during peak hours. The presence of on-street parking reduced the level of service to category E; however, when on-street parking was removed, the level of service improved to category C. The impacts of on-street parking include reducing the effective road width, lowering capacity, increasing the degree of saturation, and downgrading the level of service from stable to near-saturated. A suggested solution is to provide off-street parking facilities for vehicles
