The background of this research is the importance of efficient financial management in the construction industry to ensure operational continuity and timely fulfillment of financial obligations. Failure to manage cash flow can hamper projects and lead to significant financial losses. The main questions in this research are the value of the RAP obtained, the percentage of profit obtained, and which policy alternative is most efficient. The objectives of this research are to determine the value of the RAP, determine the percentage of profit obtained, and identify the most efficient policy alternative. This research uses a quantitative descriptive method. Data collection techniques include documentation and surveys. Data processing begins with the preparation of the Implementation Budget Plan (RAP), which consists of direct and indirect costs. Then, a cash flow analysis is conducted for the existing conditions and alternative cash flow scenarios with project policies. The theoretical foundations used include construction management, financial management, and cash flow theory. The results show that the RAP value for the New School Unit Construction (USB) at SMAN 3 South Kuta is IDR 8,190,697,880.26, with a profit percentage of 9.82%. Of the 10 policy alternatives analyzed using the zero-one method, the best policy alternative was policy 6, with a score of 18.17.
