The construction project of the Dormitory Building for the Land Transportation College in Bekasi Regency consisting of five floors, experienced fluctuations in workforce demand during its execution in 2022. These fluctuations in the upper structure works which accounted for 35.11% of total project scope. These fluctuations resulted in substantial cost overruns, presenting critical budgetary challenges to project execution. This research aims to analyze optimal workforce allocation for upper structure works through dynamic programming methodology to minimize workforce costs while maintaining project efficiency. The research methodology encompassed systematic workforce group calculations, workload leveling, and rigorous dynamic programming optimization to achieve optimal project outcomes. Based on the results on the Optimization of Workforce Dormitory Building for the Land Transportation College in Bekasi Regency it was found that (1) 353 working groups were required with a total cost Rp. 824.264.680,19, (2) post optimization reduction to 338 working groups were required with a total cost Rp. 505.909.355,24, (3) the cost savings achieved through optimization amounted Rp. 318.355.324,93 representing a 38,60% reduction.
