Abstract

Contract changes or Contract Change Orders (CCOs) are critical issues in construction projects as they can affect project costs and schedules. This occurred in the Office Building Construction Project of the Regional Drinking Water Company (PDAM) in Badung Regency, which underwent three CCOs during the construction process. This study aims to analyze the dominant factors causing CCOs and their impact on project cost and time using a case study approach that combines primary data from in-depth interviews with six project stakeholders and secondary data from contract documents, addenda, budget plans (RAB), time schedules, and shop drawings. The results show that the first CCO was due to discrepancies between drawings and site conditions as well as additions and omissions of work items, the second CCO was caused by work volume changes and design modifications, while the third CCO was solely due to additions and omissions of work items. The contract value increased from Rp25,113,512,652.36 to Rp27,624,863,800.00 or by 10%, including VAT, which remains within the maximum change limit set by Presidential Regulation No. 54 of 2010. The project duration remained 210 calendar days, with shifts only in certain work items
