EVALUASI KINERJA STRUKTUR BANGUNAN UNTUK MEMENUHI IZIN SERTIFIKAT LAIK FUNGSI (SLF)

The construction of the Buleleng Police Headquarters Office and Parking Area is a strategic effort to improve police service quality. However, before being officially operational, the building must comply with the technical requirements for obtaining a Certificate of Proper Function (SLF). This study aims to analyze the structural performance of the building and assess its compliance with national standards. A mixed-methods approach was applied, combining qualitative and quantitative analyses through literature review, field data collection, and structural modeling using SAP2000. The evaluation focused on six aspects specified in SNI 1726:2019, namely fundamental period, base shear, interstory drift, mass participation, P-Delta effects, and structural irregularities. The results show that the fundamental period of 0.280065 seconds is below the maximum allowable 0.447 seconds, interstory drift is within safe limits, mass participation in X and Y directions reaches 100%, and the P-Delta effect yields a stability coefficient (θ) of 0.1, indicating a stable structure. However, a type H2 horizontal structural irregularity was identified, namely an internal corner irregularity in the building plan. Overall, the building meets most technical requirements, but improvements are needed to address this irregularity so the structure can fully comply with standards and be eligible for SLF approval
