ANALISIS POTENSI LAHAN PERTANIAN GUNA MENINGKATKAN PEREKONOMIAN MASYARAKAT DI DESA LETBAUN KECAMATAN SEMAU KABUPATEN KUPANG PROVINSI NUSA TENGGARA TIMUR

Abstract

The agricultural development in Indonesia is considered important from all the
developments especially to support the economic rate in general. This can be seen that
agricultural sector gives the big contribution if it is compared by the other sectors to the
Indonesia economic growth.Water is a blessing from the Almigthy God and one of the
primary elements to the continuity of human life, animals, or plants, beside there are the
other elements in supporting the continuity of human life.East Nusa Tenggara province
which consists of islands that spread in some regions is one of the provinces in Indonesia
that has a lot of displaced land.The government of East Nusa Tenggara has various efforts
to improve agricultural product, in this case the supporting facilities and infrastructure
are needed to achieve the goal. Semau island is a small island that populated at least 8000
people who come from Helong tribe is one of the tribes in East Nusa Tenggara.The
location of Semau island is in Western waters of Timor island that is in the West of
Kupang city. Kupang city is government centre of East Nusa Tenggara province.In
Letbaun Village Semau Sub-District Kupang District, East Nusa Tenggara province, there
is productive land to be made as farm. Because there is the obstacle of limited water
availability, so that the land is not used and displaced so it becomes the field of bushes.If
it is seen the water resource in that location, it is enable to make retention basin to supply
the water and clean water facility. The retention basin is a reservoir in micro size in the
farm (small farm reservoir) that has multifunctions and it is built to be used as the excess
water control in rainy season and it becomes the irrigation water resource in the dry
season.Operationally, in fact, retention basin is functioned to distribute and to ensure the
continuity of water supply availability to the need of plants and livestock in dry season
and rainy season. The analysis result of farm potency in Letbaun Village Semau Sub-
District Kupang District is 900,126 Ha from the total area of 1379,634 Ha, it means that
65,24 % from the total region. And to fulfill the water supply, it is built retention basin
in Sub DAS 10 at coordinates123°24’23.41” East Longitude and10°11’44.23” South
Latitute with its area coverage is 215,571 Ha. In this case, the land supply by optimizing
non- productive land becomes productive land will overcome the problem of food supply
shortage
